TALKING POINTS FOR PLATEAU STATE GOVERNOR, HIS EXCELLENCY RT. HON. SIMON BAKO LALONG AT A MEDIA BRIEFING ON THE PROGRESS REPORT ON THE FIGHT AGAINST THE CORONA VIRUS PANDEMIC (COVID-19) 6TH APRIL 2020.
PROTOCOLS
Since the outbreak of the pandemic, the government constituted a monitoring and enforcement task force under my Chairmanship. The Task Force has the following sub-committees:
Awareness and advocacy
Medical Facility Management and Health Services
Enforcement
Border Management and Traffic
Secretariat and Logistics
A situation room was also created under the Secretariat and Logistics Committee to collate information and monitor activities of the various committees and the Local Governments.
These five sub-committees were replicated in each of the 17 Local Government Areas with the Executive Chairmen heading the Central Committees.
The Covid-19 Taskforce under my Chairmanship meets every day to receive briefs, analyse and review strategies of the entire response.
We had set ground rules for general observation e.g. sanitation and personal hygiene; crowd control of not more than 50 people; maintaining of social distance of 2 metres and 5 metres apart for traders selling food items.
I also undertook a facility tour of Plateau Specialist Hospital, Jos University Teaching Hospital and Bingham University Teaching Hospital to assess the state of medical facilities and capacity to respond to Covid-19 pandemic.
After receiving complaints on insufficient respirators and other essentials, I immediately directed the purchase of some ventilators, which are being received at the moment.
We also purchased Personal Protective Equipment (PPE), Monitors, Infrared Thermometers, Oxygen, Concentrators and other essential drugs. We are looking inwards to improve what we have on ground.
In particular, one of our sons who has continued to make in-roads in innovation, Engr. Jerry Mallo has been engaged to produce ventilators while the duo of Engineers Nura Jibrin and William Gyang have resuscitated broken down ventilators at JUTH. We are grateful to them.
We are also taking steps to establish more Covid-19 Isolation Centres in Pankshin and Shendam to cover the other Senatorial districts in the State.
In line with the Federal Government Directive, we propose to establish a 300-bed Treatment Centre to be located at the Riyom General Hospital and the State NYSC Camp.
The State Emergency Operation Centre at the Epidemiology Centre Jos, was activated and is now functional.
Information and Sensitization Committee had embarked on dialogue and interface with Local Government Chairmen, Traditional, Religious and Community leaders to get them on board in the fight against the disease.
In the course of implementation, all markets were closed except those selling food items, pharmaceuticals and other essential items. We also put a ban on all anniversaries and cultural festivals.
Vehicles were also restricted to carry 1, 4 and 6 passengers (i.e. Keke Napep, Cars and Buses) respectively.
So far, we have recorded 48 suspected cases which were investigated and all found negative. Total discharge from self-isolation are 25 while 8 are still under surveillance. Our surveillance team already in place will continue to be vigilant in identifying cases.
We had established checkpoints at entry points to the State to enable health officials conduct preliminary screening of commuters.
Based on further developments, we announced the closure of all border routes to the State, which took effect from 29th March 2020 to further strengthen the capacity of our health officials to concentrate on the situation within the State.
Monitoring and Enforcement is still going on and we are recording substantial compliance. However, the few cases of disregard for the order are being handled by the security agencies.
With all these, Government has concluded plans to carry out a State-wide fumigation exercise which will cover Jos-Bukuru Metropolis and all the 17 Local Governments Areas of the State.
To this effect, I am directing a total lockdown, effective 12 midnight of Thursday 9th April 2020 to 11pm of Wednesday 15th April 2020.
During this period, there will be no movement of any kind except for staff on essential duty. These include:
Security Agencies; Medical and Health workers; Power and Energy Staff; Fire Service; Media; Telecom Operators; Fuel Tankers.
At this point, let me express our deep appreciation to Corporate organisations and individuals that have so far contributed to the Plateau Covid-19 Endowment Fund both in cash and in kind.

In all the operations so far, a number of challenges have arisen which we are working hard to address in conjunction with key partners including the Federal Government.
Some of the challenges include lack of at least a Diagnostic Centre despite the State having Grade 3-4 Diagnostic Centres. We are liaising with the National Centre for Disease Control (NCDC) to ensure that Plateau State to get a centre soon.
We need more Personal Protective Equipment, which we hope to also complement by producing locally.
Because of the enormity of the challenge we are facing, the State is liaising with the Federal Government with a view to implementing palliatives from to deal with the pandemic.
As I ask our citizens to continue cooperating with us in these difficult times, I wish to commend them for their patience and resilience. Working together, we can overcome this monster that is ravaging the world.
I also wish to commend citizens who are using the Covid-19 Plateau Platform in reporting incidences directly to the situation room, which has enabled Government to take timely action.

Hon Gbenga Ayegbayo, a chieftain of the All progressive Congress, and the chairman of Ejigbo local government in osun state is dead.
The death of Mr Ayegbayo was first confirmed by close associated who doesn't want his name print.
The source disclose this to your correspondent this morning that Mr Ayegbayo has been battling with an undisclosed illness for months. He however gave up the ghost in the early hours of Monday, April 6th at a private hospital in ogbomoso,oyo state.
When contacted, the publicity secretary of the party, kunle Oyatomi, confirmed the death of Mr Ayegbayo. He described the incident as an unfortunate incident noting the contribution of the deceased to the party.

Actress, Funke Akindele, popularly known as Jenifa, and her musician husband, Abdul Rasheed Bello, have been sentenced to 14-day community service for violating the Lagos State’s lockdown order to check the spread of coronavirus.
Mrs Aje Afunwa of the Lagos State Magistrates’ Court in Ogba, who pronounced the sentence, also imposed a fine of N100,000 each on the husband and wife.
The magistrate, who also ordered that they should be placed in self-isolation, added that they must compile the names and phone numbers of everyone who attended Bello’s birthday party and submit same to the court.

It’s come to this – the White House is now advising everyone not to head to the grocery store or pharmacy in the coming two weeks.
“The next two weeks are extraordinarily important,” White House coronavirusresponse coordinator Deborah Birx said Saturday at a press conference. “This is the moment to not be going to the grocery store, not going to the pharmacy, but doing everything you can to keep your family and your friends safe.”
The coronavirus is expected to peak over the next two weeks. Already, the US has more than 312,000 confirmed cases – that’s confirmed, as in tested and certified – and an unknown number of asymptomatic people who have the virus. The US now has more than 8,500 deaths.
President Trump also warned that the worst is yet to come.
“This will probably be the toughest week – between this week and next week,” Trump affirmed. “There will be a lot of death, unfortunately…there will be death,” he warned.
The Lagos State Police Command has arrested star actress, Funke Akindele-Bello, for hosting a party in contravention of the government-ordered lockdown to curtail the spread of the coronavirus.
The state Police Public Relations Officer, Bala Elkana, said the actress had been taken to the State Criminal Investigation and Intelligence Department, Panti, Yaba.
“Yes, we have Funke Akindele and we are looking for the others, who attended the party. She has been taken to the SCIID,” Elkana told our correspondent on the telephone.
It was learnt that policemen arrived Akindele-Bello’s Amen Estate residence, off the Lekki-Epe Expressway, in about three patrol vehicles.
Akindele-Bello, popularly known as Jenifa, who is married to singer, Abdulrasheed Bello, aka JJC Skillz, held a party in her husband’s honour on Saturday.
Singer, Azeez Fashola, aka Naira Marley, also attended the party, which had over 20 other persons in attendance.
Elkana later said in a statement, “The attention of the Lagos State Police Command was drawn to a viral video showing a large number of persons, mainly in the entertainment industry, in an estate in Ajah, Ibeju-Lekki area of Lagos, in a birthday party organised by Funke Akindele-Bello and her husband.
“Police detectives from the SCIID, Yaba, were promptly drafted to the location. Funke Akindele-Bello was arrested. Investigation is ongoing and efforts are intensified to arrest the remaining persons in the video, among who are Azeez Fashola, aka Naira Marley, and Abdulrasheed Bello, aka JJC Skillz.
“They are, in their best interests, urged to report at the SCIID, Yaba, on Monday, April 6, 2020, or risk being declared wanted.”
Thousands of Nigerians had on social media called for the arrest of Akindele-Bello.
The actress, who is an ambassador of the Nigeria Centre for Disease Control and Dettol, has appeared in advertisements calling on Nigerians to observe social distancing and hygiene.
Conspiracy theories claiming 5G technology helps transmit coronavirus have been condemned by the scientific community.
Videos have been shared on social media showing mobile phone masts on fire in Birmingham and Merseyside - along with the claims.
The posts have been shared on Facebook, YouTube and Instagram - including by verified accounts with hundreds of thousands of followers.
But scientists say the idea of a connection between Covid-19 and 5G is "complete rubbish" and biologically impossible.
The conspiracy theories have been branded "the worst kind of fake news" by NHS England Medical Director Stephen Powis.
Conspiracy theory
Many of those sharing the post are pushing a conspiracy theory falsely claiming that 5G - which is used in mobile phone networks and relies on signals carried by radio waves - is somehow responsible for coronavirus.
These theories appear to have first emerged via Facebook posts in late January, around the same time the first cases were recorded in the US.
They appear to fall broadly in to two camps:
One claims 5G can suppress the immune system, thus making people more susceptible to catching the virus.
The other suggests the virus can somehow be transmitted through the use of 5G technology.
Both these notions are "complete rubbish," says Dr Simon Clarke, associate professor in cellular microbiology at the University of Reading.

"The idea that 5G lowers your immune system doesn't stand up to scrutiny," Dr Clarke says.
"Your immune system can be dipped by all sorts of thing - by being tired one day, or not having a good diet. Those fluctuations aren't huge but can make you more susceptible to catching viruses."
While very strong radio waves can cause heating, 5G is nowhere near strong enough to heat people up enough to have any meaningful effect.
"Radio waves can disrupt your physiology as they heat you up, meaning your immune system can't function. But [the energy levels from] 5G radio waves are tiny and they are nowhere near strong enough to affect the immune system. There have been lots of studies on this."
The radio waves involved in 5G and other mobile phone technology sit on the low frequency end of the electromagnetic spectrum. Less powerful than visible light, they are not strong enough to damage cells - unlike radiation at the higher frequency end of the spectrum which includes the sun's rays and medical x-rays.
It would also be impossible for 5G to transmit the virus, Adam Finn, professor of paediatrics at the University of Bristol, adds.
"The present epidemic is caused by a virus that is passed from one infected person to another. We know this is true. We even have the virus growing in our lab, obtained from a person with the illness. Viruses and electromagnetic waves that make mobile phones and internet connections work are different things. As different as chalk and cheese," he says.
It's also important to note another major flaw with the conspiracy theories - coronavirus is spreading in UK cities where 5G has yet to be deployed, and in countries like Iran that have yet to roll out the technology.
There were plenty of scare stories about 5G circulating before the coronavirus outbreak which Reality Check has already looked into, such as this piece: Does 5G pose health risks?
Earlier this year, a long-running study from the watchdog the International Commission on Non-Ionizing Radiation Protection (ICNIRP) rebutted these claims, saying there was no evidence that mobile networks cause cancer or other illnesses.
But if anything, the misinformation seems to have escalated.
Trade body Mobile UK has said false rumours and theories linking 5G and coronavirus were "concerning," while the Department for Digital, Culture, Media and Sport has reiterated there is "absolutely no credible evidence for the link".
Viruses invade human or animal cells and use them to reproduce, which is what causes infection. Viruses cannot live very long outside a living thing, so they have to find a way in - usually via droplets of liquid from coughs or sneezes.
Genome sequencing of this coronavirus suggests it jumped from animals to humans - and then began to pass from human to human.
